“Decisions to change admissions requirements need to be vetted fully, including collaboration and transparency, as well as, through studies, that would determine any impact it may have on students,” said Assemblywoman Quirk-Silva. “We must identify how any decision will disproportionally effect students of color; creating additional barriers to a student’s education.”
Assembly Bill 1930 requires that any change in student eligibility policy requirements, the CSU and UC must coordinate to try to align their respective student eligibility policies so that there are a common set of clear state public university requirements for public school students. Additionally, an independent, third-party research organization must be commissioned to assess whether the change in student eligibility policy would have a disparate impact on rates of graduates in public secondary schools, who are members of underrepresented student groups.
"As a teacher for over 30 years, I have seen how decisions can disproportionally affect one group of students over another,” said Assemblywoman Quirk-Silva. “We do not want to add to a K-12 system, where disparities in college readiness already exist.”

SACRAMENTO âAssemblywoman Sharon Quirk-Silva (D-Fullerton) and Assemblymember Kevin McCarty (D- Sacramento) unveiled legislation in which California State University (CSU) students and the State of California would obtain transparency and improved oversight of state funds and student tuition and fees.
The state of California also contributed significant funding to the park, with grants totaling about $900,000.
State Assembly member Sharon Quirk-Silva stressed the importance of play and physical activity for children to be healthy.
“Research has shown that kids should be outside playing 4-5 hours a day, and we know that that’s not happening, so I think this is a great opportunity,” Quirk-Silva said.
