Governor Newsom Signs Executive Order on Actions in Response to COVID-19
SACRAMENTO – Governor Gavin Newsom today issued an executive order addressing a variety of issues in response to the pandemic.
The order directs the California Department of Transportation to create a process for issuing temporary encroachment permits enabling commercial activities in the state highway right-of-way, allowing businesses located along state highways to expand their outdoor dining options onto sidewalks and parking areas, where safety permits.

State Assemblywoman Sharon Quirk-Silva (D-Calif.) wrote to Newsom arguing that the continued closure of amusement parks contradicts the guidelines for the reopening of other businesses.

Across the state in 2019, visitors spent $144.9 billion in California travel. This year. the revenue is projected to dip to $66.1 billion in spending.

Both Disneyland and Knott’s Berry Farm remain closed with the State government declining to issue reopening guidelines for amusement parks, though County officials have met park operators and toured the closed parks to review proposed safety measures.

Anaheim Mayor Harry Sidhu, Disney officials and Assemblywoman Sharon Quirk-Silva (D-Fullerton) have been pressuring Gov. Gavin Newsom to release theme park reopening guidelines over the past month.
Orange County Health Care Agency Director and Public Health Officer But at a Wednesday news conference, Newsom said those guidelines won’t be coming out any time soon.
“It’s very complex. These are like small cities, small communities,” Newsom said.
